FiveM (Cerulean). Decks core needs nothing; the YouTube module needs a machine to run the resolver (your game server works). Lighting optionally uses oxmysql for persistence and ox_lib for menus (fallbacks included).
Free updates throughout v1.x on both resources. A future v2.0 major release will be a paid upgrade for existing owners at a reduced price; you will never lose access to the version you bought.
